A new e-government diagnostic platform has been launched to enable local government assess the maturity of their e-government systems.
The City e-Government Diagnostic platform allows cities to self-assess the maturity level of their e-Government system, share best practices and benchmark against other cities.
The platform features a dashboard and visual map of a city’s egovernment diagnostic scores, and provides a detailed report about a cities egovernment maturity, including key gaps and action items.
Overall e-government maturity is measured by 90 questions covering internal and external dimensions of city government, including Governance Mechanism, Policy & Institution, Resource Capacity, ICT Network, Citizen Readiness and Public Service Infrastructure.
Maturity of e-Government Systems is determined by 110 questions relating to the use of a city’s e-Government systems including to e-Admin (G2E) services, e-Life services (G2C), e-Industry services (G2B) and e-Infra services.
The platform aims to provide cities a better understanding of the strengths and weaknesses of their city’s e-Government systems, and provide practical steps to improve e-government maturity.
The platform aims to:
- Increase city’s ownership of e-Government initiatives through self-assessment
- Provide information to cities on improving e-government maturity
- Practical step-by-step instructions for e-Government deployment through e-Government modules that focus on the most urgent needs for e-Government services
- Provide information to tailor e-government strategies based on what is necessary and what is reasonable, given individual City circumstances
- Tracking of e-government progress, by providing comparative stastics of historic and current e-government scores
The online platform was developed by the World e-Governments Organization of Cities and Local Governments (WeGO) in conjunction with the World Bank, Seoul Metropolitan Government, and IT consultants, and is available to WeGO member cities.
WeGO is an international cooperative body for cities and local governments that pursues sustainable urban development based on e-Government. WeGO was established in September 2010 in Seoul.
