Measuring Open Data Maturity

Revealing survey of 23 countries open data maturity

Whilst public authorities around the world are launching Open Data initiatives, few are taking the right measures to realize the economic benefits of Open Data, according to Capgemini Consulting.

In 2013, Capgemini Consulting analysed the open data maturity of 23 select countries across the world, and rated them against data availability, political leadership and data portal usability.

The report found that the maturity of an open data program was determined by political support, breadth and refresh rate of data released, the ease in sourcing data and participation from user community.

Countries with strong political support for open data were found to achieve higher maturity and better results in their open data initiatives, but that this did not necessarily reflect greater dissemination and sharing of open data sets.
